چکیده

A dissimilarity index of multidimensional inequality of opportunity, 2010, Forthcoming in the Journal of Economic Inequality. A recent literature on inequality of opportunity o¤ers quantitative tools for comparisons and measurement based on stochastic dominance criteria and traditional inequality indices. In this paper I suggest an additional way of assessing inequality of opportunity and operationalizing Roemer's (1998) notion of equality of opportunity with two indices of dissimilarity across distributions. The indices are based on a traditional homogeneity test of multinomial distributions and are similar to the square coe¢ cient of variation (Reardon and Firebaugh, 2002). Their properties are studied, as well as their usefulness and limitations in applications when both circumstances and advan-tages/outcomes are multidimensional. An empirical application measures changes in inequality of opportunity from an old to a young cohort in Peru. The importance of assessing the sensitivity of the results to group de…nitions and group proportions is highlighted. A ‡ourishing literature on robustness in multidimensional welfare and poverty comparisons has aroused the interest on multidimensional stochastic dominance. Considering the widespread use of discrete variables in composite indicators, I derive the analogue dominance conditions of Atkinson and Bourguignon (1982) for ordered, discrete variables. The paper shows that, besides the extensions to these conditions produced by Crawford (2005) for continuous variables, mixed-order-of-dominance conditions can be derived; i.e. the same way Duclos et al. (2006) derive mixed-order conditions for poverty functions. I then show how to test these conditions for discrete variables with a particular extension of the non-parametric test by Anderson (1996) to multiple dimensions. For the practical implementation of the test I propose the use of vectors and matrices of positions in order to handle multivariate, multinomial distributions. An empirical application to multidimensional wellbeing in Peru illustrates these tests. Comparing economic mobility with an heterogeneity index: an application to education in Peru, 2010, Revised and Resubmitted to the Oxford Bulletin of Economics and Statistics. The literature on intergenerational transmission of wellbeing has largerly been concerned for inequality of opportunity and the persistence of low leves of wellbeing among certain social groups. A comparative strand of this literature compares indicators of these transmission mechanisms, i.e. mobility regimes, across societies, regions or time. In this paper I contribute to this literature by suggesting a complementary way of comparing mobility regimes using indices of heterogeneity of transition matrices, in turn based on adaptations of indices from the segregation literature. This paper's indices do …

Did Poverty Reduction Reach the Poorest of the Poor? Assessment Methods in the Counting Approach

A number of multidimensional poverty measures have recently been proposed, within counting approach framework, respecting the ordinal nature of dimensions. Besides ensuring a reduction in poverty, however, it is important to monitor distributional changes to ensure that poverty reduction has been inclusive in reaching the poorest. Distributional issues are typically captured by adjusting a pove...

Measuring and Decomposing Inequality among the Multidimensionally Poor Using Ordinal Data: A Counting Approach

Poverty has many dimensions, which, in practice, are often binary or ordinal in nature. A number of multidimensional measures of poverty have recently been proposed that respect this ordinal nature. These measures agree that the consideration of inequality across the poor is important, which is typically captured by adjusting the poverty measure to be sensitive to inequality. This, however, com...

Multidimensional Poverty in Sudan and South Sudan

This paper assesses multidimensional poverty in Sudan and South Sudan. We use the National Baseline Household Surveys (NBHS) of 2009 to measure poverty incidence in education, consumption, access to public assets and possession of private assets across these two countries. We differentiate between children/teenagers aged six to fourteen years and adults aged fifteen years or older. We apply a c...

Multidimensional Poverty Reduction in India between 1999 and 2006 : Where and How ?

India has witnessed high economic growth since the 1980s, and a reduction in the share of income poor, though the measured extent of this reduction varies, has been confirmed by different methods. Poverty, however, has multiple dimensions, hence this paper explores the improvement in other social deprivations. An analysis of poverty from a multidimensional perspective shows the prevalence of mu...
